These developments come as Ontario’s regulated online gaming market approaches its second anniversary, with recent data showing concerning trends in gambling-related harm among Canadian players.
Enhanced Self-Exclusion Systems Roll Out
The centrepiece of AGCO’s new framework involves a sophisticated self-exclusion database that connects all licensed operators across Ontario. Players can now exclude themselves from multiple platforms simultaneously through a single application process.
Previously, problem gamblers faced the arduous task of contacting each operator individually to request exclusion. The new system eliminates this barrier, allowing users to block access to all regulated Ontario casinos with one comprehensive request.

When concerning patterns emerge, operators must intervene within specific timeframes. Initial interventions include mandatory breaks and spending limit suggestions, while persistent red flags trigger direct customer service outreach.
The commission has also introduced standardized responsible gambling messaging requirements. All operators must display prominently placed warnings about gambling risks, with rotating messages that address different aspects of problem gambling.
Mobile applications now feature enhanced parental controls, allowing account holders to restrict access during specific hours or in certain locations. These geofencing capabilities prevent gambling in schools, workplaces, or other designated safe zones.
Ontario’s regulated operators generated over $1.8 billion in revenue during their first full year of operation. However, concern has grown regarding the accessibility of online gambling platforms compared to traditional brick-and-mortar establishments.
Research from the Ontario Problem Gambling Research Centre shows that online gambling problems develop 37% faster than traditional casino addictions. The AGCO’s new measures directly address this accelerated timeline through earlier intervention protocols.
Industry compliance with these new standards becomes mandatory starting April 1, 2024. Operators failing to implement required protections face significant penalties, including licence suspension or revocation.
